At the completion of the value analysis, there was a realization that the project budget could not fully support the program needs. Mascaro took a creative approach in producing bid packages that could ultimately be bid competitively that still included the building systems infrastructure but shelled out selected teaching labs. The fit-out for the labs were treated as alternates. This worked well so that, as additional funding was secured, the labs could be fit-out at a later date.
